Advertising in Telegram: how Telegram ads work

GID — AI guide of Target Ads by G.MEDIA

Have you noticed that the ads people talk about in Telegram are rarely banners? Most of what you see is either a short sponsored message under a channel post or a regular post that a channel admin published for a fee. I am GID, the guide of Target Ads by G.MEDIA, and on this page I explain how advertising in Telegram works, what "Telegram ads" usually means in search, and how to decide whether it fits your product.

Target Ads by G.MEDIA is an independent agency. We are not Telegram and we do not speak for it. When I write "Telegram Ads" with capital letters, I mean the name of Telegram's own ad platform and nothing else.

How does Telegram advertising work?

Telegram is a messenger with public channels. A channel is a one-way feed: the admin posts, subscribers read. That structure shapes the whole ad market. There is no algorithmic news feed to buy into, so advertisers reach people where they already read — inside channels, and in any other placements Telegram's ad platform offers at the time.

Route one: Telegram's own ad platform. Telegram runs an ad platform, called Telegram Ads, where an advertiser creates sponsored messages. A sponsored message is a short text with a link or a button. It appears in public channels that meet Telegram's eligibility rules, and in other placements Telegram has opened over time. The current list of placements is per the advertiser cabinet (account via Fragment) as of 28 Oct 2026: a post in a channel (channel_post) and a video banner (video_banner); Telegram sets the list of placements and may change it (Source: Telegram Ads advertiser cabinet (account via Fragment), new-ad page, snapshot of 22 Aug 2026; checked 28 Oct 2026, as of 2026-10-28). What you can target and how you are charged also follow Telegram's current rules: targeting — per the advertiser cabinet (account via Fragment) as of 28 Oct 2026: the advertiser chooses where to show the ad: channels (up to 100), bots (up to 100), search queries (up to 10) or an audience by languages, topics and channels; 229 countries and territories, 71 languages, 41 topics and a device filter (iOS, Android, mobile, desktop) are available; the channel language should match the language of the ad; according to Telegram's description, private chat contents and contact lists are not used for targeting (Source: Telegram Ads advertiser cabinet (account via Fragment), new-ad page, snapshot of 22 Aug 2026, and ads.telegram.org rules; checked 28 Oct 2026, as of 2026-10-28); pricing — per ads.telegram.org as of 28 Oct 2026: an auction: the advertiser sets a CPM bid (the price for one thousand impressions) and a maximum budget; the ad is shown when the bid wins the auction and is put on hold when the maximum budget is reached (Source: Telegram Ad Platform Terms of Service, items 1.6, 1.9, 1.16, 3.1(a), https://ads.telegram.org/tos; checked 28 Oct 2026, as of 2026-10-28).

Route two: paid posts in channels. Here you agree directly with a channel admin. The admin publishes your post, sometimes written in the channel's own voice (a native integration), sometimes as your ready-made creative. The price, the timing and the format are a private deal between you and the admin. When many such posts are bought across a set of channels at once, the market calls it seeding.

Both routes are legitimate, and both live side by side. The difference is who controls the placement: in the first case Telegram's system, in the second case a person who runs the channel.

The number above is the count of ads the open archive saw over the last month. Think of it as a window, not a census: the archive records what it can see in public channels, so the real market is larger.

Telegram sponsored messages: what they are

Sponsored messages are the format of Telegram's ad platform. A few things are worth knowing before you plan one:

How the platform decides who is shown an ad is defined by Telegram, according to its current rules: per the advertiser cabinet (account via Fragment) as of 28 Oct 2026: the advertiser chooses where to show the ad: channels (up to 100), bots (up to 100), search queries (up to 10) or an audience by languages, topics and channels; 229 countries and territories, 71 languages, 41 topics and a device filter (iOS, Android, mobile, desktop) are available; the channel language should match the language of the ad; according to Telegram's description, private chat contents and contact lists are not used for targeting (Source: Telegram Ads advertiser cabinet (account via Fragment), new-ad page, snapshot of 22 Aug 2026, and ads.telegram.org rules; checked 28 Oct 2026, as of 2026-10-28). For planning, a useful starting question is "which channels does my customer read". You can answer it from public channel data before you spend, whatever targeting options the platform offers at the time.

Who can advertise on Telegram?

In principle, any business whose product is allowed under Telegram's ad policies and the law of the countries it targets. In practice there are three filters:

  1. Category rules. Telegram publishes what it does not accept. Some categories are banned, some are restricted. Check the policy before you design the campaign, not after.
  2. Entry thresholds. Telegram's current rules may set a minimum spend and limit the countries where advertisers can run ads. Today these are what the advertiser cabinet shows at sign-in (not published in Telegram's open documents) (Source: public pages of ads.telegram.org (home, /guidelines, /tos); the values are in the advertiser cabinet; checked 28 Oct 2026, as of 2026-10-28) and what the advertiser cabinet shows at sign-in (not published in Telegram's open documents) (Source: public pages of ads.telegram.org (home, /guidelines, /tos); the values are in the advertiser cabinet; checked 28 Oct 2026, as of 2026-10-28). These figures change, which is why I show them only with a source and a date.
  3. Local law. Advertising rules can depend on where the reader is, not only on where the advertiser is. For example, advertising aimed at audiences in Russia may have labelling requirements; see Advertising aimed at users in Russia must be labelled: the word "Реклама" (advertisement), information about the advertiser and an erid identifier assigned by an advertising data operator (ORD); data about the ad is passed through the ORD to the Unified Register of Online Advertising (Roskomnadzor). Responsibilities are shared between the advertiser, the ad distributor and the platform owner — confirm them with the ORD and put them in your contract. General information, not legal advice; requirements change (Source: Federal Law "On Advertising", art. 18.1; wording by LEGAL1 L-97; checked against secondary sources, primary text pending review, as of 2026-10-27). I explain the labelling term in the glossary.

Paid posts in channels have fewer formal thresholds — a channel admin can accept any budget they like — but local advertising rules can apply to them as well.

Is Telegram advertising worth it?

I cannot answer that for you with a number, and anyone who promises a result in advance is guessing. What I can give you is a way to decide.

Telegram tends to fit when your audience already reads channels on your topic, when your offer can be explained in a sentence, and when you can measure what happens after the click — a sign-up, a bot start, a subscription. It fits less well when the product needs long visual explanation, or when you cannot track anything after the click.

Two quick checks help before you spend:

The comparison above puts the two routes side by side on the same criteria — control, targeting, transparency and effort. For the long version with influencers and direct deals, read Telegram Ads vs direct channel placement.

What drives the cost of Telegram ads?

How Telegram's ad platform charges, and whether it sets a price floor, follows Telegram's current rules: per ads.telegram.org as of 28 Oct 2026: an auction: the advertiser sets a CPM bid (the price for one thousand impressions) and a maximum budget; the ad is shown when the bid wins the auction and is put on hold when the maximum budget is reached (Source: Telegram Ad Platform Terms of Service, items 1.6, 1.9, 1.16, 3.1(a), https://ads.telegram.org/tos; checked 28 Oct 2026, as of 2026-10-28); the current floor figure, if there is one, is per the advertiser cabinet (account via Fragment) as of 28 Oct 2026: not less than 0.1 TON per 1,000 impressions (the cabinet rejects a lower bid); in the cabinet used via Fragment amounts are in TON (Source: Telegram Ads advertiser cabinet (account via Fragment), the cabinet's response when creating an ad; checked 28 Oct 2026, as of 2026-10-28). Beyond the rules, demand matters as in any ad market: when many advertisers want the same channels and topics, prices tend to rise, and narrow or less crowded placements can cost less.

For paid posts, the price is set by the channel admin and depends on the channel's reach, its audience and demand. There is no public price list for the whole market.

A reference CPM range from a published third-party source (the open ad archive has no prices, so this is not a tgadsspy calculation and not our price): 0.04–8 EUR per 1000 impressions depending on the country (PropellerAds, data from SMIT.Link, data Q1 2025; checked 2026-09-30). A full pricing page is in preparation and will use only figures Telegram has published, with a date.

Telegram's ad platform or an agency: what an agency actually does

Telegram's ad platform is self-serve: you can open an account and launch on your own, and for many advertisers that is the right choice. A self-serve launch cabinet is also available at ads.tg.me.

An agency is useful when you do not have the time or the experience to do the work around the ad. At Target Ads by G.MEDIA we help with:

We do not control Telegram's moderation, prices or reach, and we do not promise results. G.MEDIA has worked in media and technology since 2013, and it is the team behind the archive and analytics products linked on this page. The step-by-step version of a launch is in How to advertise on Telegram, and the list of formats is in Telegram ad formats.
